The City government of Elizabeth, New Jersey is made up of a Mayor and a City Council. The City's Mayor J. Christian Bollwage, a lifelong resident of Elizabeth, is currently serving his sixth term as Mayor. The Elizabeth City Council is made up of nine members.

The Department of Administration consists of the office of Business Administrator and seven (7) divisions. Employee Benefits, Information Technology, Personnel, Public Information, Purchasing, Rent Control, and Weights and Measures.

Health and Human Services
The Department of Health and Human Services consists of seven (7) divisions, Animal Control, Health Division, Health and Housing, Human Services, Reentry, Transportation, and Vital Statistics. Under Human Services there are six (6) subdivision, Elizabeth Municipal Alliance Committee, City of Elizabeth Rental Assistance Program, Office on Aging, Office of Public Health, Office on Youth, and Public Health Nursing.
The Department of Public Works is comprised of four (4) divisions. Engineering and Administration, Maintenance and Construction, Public Buildings, Markets and Docks, and Recycling.
The Department of Finance is comprised of three (3) divisions. Accounts and Control, Tax Assessor, and Tax Collector.

The Department of Planning & Community Development is comprised of six (6) divisions. Central Licensing, Construction, Elizabeth Home Improvement Program, Planning & Board of Adjustments, Relocation, and Zoning Board
